Yes, there are problems when selecting the routing overlay option in the Quartus© Prime Chip Planner for Arria© 10 device ATX and FPLL HSSI elements. It is only possible to select the relevant blocks using the cursor whilst a routing overlay is not enabled.

Resolution

This problem has been fixed in Quartus Prime software versions 17.0 and later.
