Yes, the golden_top.qsf file for the Intel® Cyclone® 10 GX FPGA Development Kit has two missing assignments.

Resolution

Add the following two assignments to the golden_top.qsf file

set_location_assignment PIN_F23 -to c10_refclk2_p

set_location_assignment PIN_F23 -to c10_refclk2_n

This issue is scheduled to be fixed in the next version of the Intel Cyclone 10 GX FPGA Development Kit Installer file.
